This Privacy Policy explains what information we collect, why we process it, how it may be used or disclosed, how long it may be retained, and the rights available to data subjects. Our processing of personal data is guided by Republic Act No. 10173, or the Data Privacy Act of 2012, its Implementing Rules and Regulations, and applicable issuances of the National Privacy Commission.
1. Scope of this policy
This policy applies to the iRPT San Roque Northern Samar Android application, including the web-based services displayed inside the application. The app provides access to selected real property tax information, online service requests, payment submission facilities, and payment-status information.
2. Personal data we may process
Depending on the service you use, we may process the following information:
Account and contact information
- Name, email address, mobile number, address, and account identifier;
- Login and authentication information needed to secure your account; and
- Communications, inquiries, and support requests submitted through the service.
Real property and tax information
- Tax Declaration number, Property Identification Number, ARP number, and title reference;
- Registered owner or taxpayer information, property location, classification, and assessment details;
- Tax computation, arrears, discounts, penalties, payment history, and Official Receipt details; and
- Documents or information submitted for certified true copies, tax clearance, or related services.
Online payment-submission information
- Selected payment method, such as GCash or Link.Biz;
- Transaction or reference number and date of submission;
- Property account associated with the payment submission; and
- Validation, confirmation, and posting status.
The app does not ask for or store your GCash MPIN, Link.Biz password, online banking password, card PIN, CVV, or one-time password. Payment credentials entered on a third-party payment service are handled by that service under its own privacy and security practices.
Technical and usage information
- IP address, device and browser information, date and time of access, and server logs;
- Session information, cookies, or local storage needed for login and app functionality;
- Error, security, and diagnostic records; and
- App version and information needed to provide or verify an available update.
3. How we use personal data
We process personal data only when necessary for a lawful and legitimate government purpose, including:
- Verifying identity and protecting user accounts;
- Displaying authorized real property and tax information;
- Computing taxes, arrears, discounts, and penalties;
- Receiving and processing requests for tax-related services and documents;
- Matching a submitted payment reference with records received or verified by the Municipal Treasurer’s Office;
- Updating payment status after official validation and posting;
- Preventing duplicate, fraudulent, unauthorized, or suspicious transactions;
- Responding to inquiries, complaints, and requests from data subjects;
- Maintaining audit trails, public records, financial accountability, and legal compliance; and
- Improving the reliability, security, accessibility, and performance of the service.
4. Important payment notice
A screenshot, payment-service redirect, or user-submitted reference number does not by itself mark a real property tax account as paid. Submitted payments are placed under validation and must be confirmed by the Municipal Treasurer’s Office. The app does not automatically issue an Official Receipt. The authorized Treasurer’s Office assigns and posts the Official Receipt after successful validation in accordance with applicable accounting, auditing, and collection procedures.
5. Legal basis for processing
Personal data may be processed to perform the lawful mandate and public functions of the Municipal Government; comply with legal, regulatory, accounting, auditing, and tax obligations; provide a service requested by the data subject; protect lawful rights and interests; or on the basis of consent when consent is the appropriate lawful basis.
6. Disclosure and sharing
We may disclose relevant personal data only when necessary and authorized, including to:
- Authorized personnel of the Municipal Assessor’s Office, Municipal Treasurer’s Office, and other concerned LGU offices;
- Government agencies, courts, auditors, law-enforcement authorities, or regulators when required or authorized by law;
- Authorized technology, hosting, security, or support providers acting under appropriate confidentiality and data-protection obligations; and
- Payment-service providers when you choose to access their services.
We do not sell personal data. We do not use personal data for third-party behavioral advertising. Any data sharing between government offices or service providers will be limited to what is necessary for the declared purpose and subject to applicable safeguards.
7. Third-party services and links
The app may open or redirect you to GCash, Link.Biz, or another authorized external service. Those services operate independently and may collect information under their own privacy policies. You should review the privacy notice shown by the third-party service before providing information to it.
8. Data retention
We retain personal data only for as long as necessary to provide the service, complete payment validation and posting, comply with government records-disposition schedules, auditing and accounting requirements, resolve disputes, investigate security incidents, and meet other legal obligations. Data that is no longer required will be securely deleted, anonymized, archived, or disposed of in accordance with applicable government rules and approved retention schedules.
9. Security
We use reasonable and appropriate organizational, physical, and technical safeguards designed to protect personal data against accidental or unlawful destruction, alteration, disclosure, misuse, or unauthorized access. These may include access controls, authentication, encrypted connections, activity logs, backups, system updates, and restricted administrative access.
No internet-based service can guarantee absolute security. Users are responsible for protecting their account credentials, device access, and one-time passwords and for promptly reporting suspected unauthorized access.
10. Your rights as a data subject
Subject to applicable law and lawful limitations, you may exercise the following rights:
- Right to be informed;
- Right to access personal data;
- Right to object to certain processing;
- Right to correct inaccurate or incomplete data;
- Right to erasure or blocking when legally applicable;
- Right to data portability when applicable;
- Right to claim damages; and
- Right to file a complaint with the National Privacy Commission.
Some records cannot be immediately erased or modified when their retention is required by tax, accounting, auditing, archival, public-record, investigation, or other legal obligations. We will explain any applicable limitation when responding to a request.
11. Children’s privacy
The app is intended for taxpayers, property owners, authorized representatives, and other persons using municipal real property tax services. It is not directed to children for recreational or commercial purposes. If information concerning a minor is required for a lawful government transaction, it will be processed only as permitted by law and with appropriate safeguards.
12. Changes to this policy
We may update this Privacy Policy when the app, its processing activities, or legal requirements change. The updated version will be published on this page with a revised effective date. Material changes may also be announced inside the application.
